Tthe school district’s attorney, Chris Miller, said the meeting was held without public notice — legally — to work on “collective bargaining negotiation strategies,” which he said is “not subject to the requirements of the Illinois Open Meetings Act” under a 2019 amendment to the Illinois Educational Labor Relations Act.
